Internet for election campaigns

Websites for Campaigns in the Lok Sabha Election 2009:  Cases of Maharashtra and Gujarat

Bharatiya Janata Party (BJP) in its ‘India Shining’ campaign in 2004 had demonstrated that it could very successfully exploit digital media including websites to reach the electorate across the country. During the Lok Sabha election in April/May 2009, the BJP armed itself with social networking media in addition to the tools of 2004. The websites of the BJP pariwar, such as the party’s national website www.bjp.org, http://lkadvani.in/ and http://www.bjpguj.org/, established its supremacy in the cyber age among the political parties. But in both the elections these new media did not help the BJP to defeat the ruling Congress-led alliance. This only proved yet again that the digital tools alone would not get a political party or a candidate a winning edge. The conventional campaign methods are still important at the poll battles in India.
This has been in keeping with the experiences of elections campaigns in USA, UK, Australia, South Korea, Finland, Netherlands, Czechoslovakia, Phillipines, Sri Lanka, and Hungary during the current decade.  The campaign of Barack Obama during the USA presidential elections in 2008 was extensively discussed and studied in the world media. An important study was carried out by scholars in these countries. One key finding of the studies was that the parties and candidates examined in Finland, Netherlands, Slovania, the Czechs Republic and the United States tended to use websites to provide information to potential voters, journalists, and other political actors, but did not seek to engage or involve and mobilise citizens. At the same time, there are clear indications that use of the web did not simply reify existing political structures.
Many such studies have been carried out on the use of Internet for electioneering in the western and developed countries.  There was very little study about the Indian elections. Therefore, there was a need to take an overview of the current status of the use of Internet in election campaign in this country. With that objective a team of the Ahmedabad-based Mudra Institute of Communications Research monitored the websites of Maharashtra and Gujarat units of the national parties and the candidates contesting the Lok Sabha election 2009. This essay documents the scenario in these two states.
Preliminary study: Our preliminary study revealed that there were seven websites of political parties for the two states (Annexure One, Table 1). These were state units of national parties of India. There were websites of only 24 candidates (Annexure One, Table 2). We say ‘only’ because there were 1171 candidates (Gujarat 359 in 26 constituencies and Maharashtra 812 in 48 constituencies) who contested the election as per the data of the Election Commission of India. We monitored the websites for two months to check if these websites   had essential features to reach out to the voters in particular, and the people in general. The following is the gist of our findings:
Casual Alliances?: It is interesting to find that the political parties struggle hard to forge poll alliances on the ground; yet they would stay aloof on the cyber world. No political party said any thing at its website about the alliance; not even a simple inexpensive hyperlink to the site of the partner/partners. There was no explanation why the alliance was forged.
Consider, for example, BJP and its ally Shiv Sena in Maharashtra. Shiv Sena had its home page that contained text indicating that it related to events of year 2006. The party updated the website, http://www.shivsena.org/, after April 01, 2009 when we had begun monitoring the websites. This site did not mention anywhere about its alliance with BJP.  The Maharashtra BJP did not have any text or graphics except its party symbol on the homepage of its website www.bjpmaharashtra.org. It did not, therefore, have any mention of the alliance with Shiv Sena. Only one of the 24 candidates mentioned about the alliance of his party.
Forgotten websites: Many parties and candidates appeared to have forgotten that they had their own websites. Even after the election schedules were announced, these sites displayed contents put up long ago. There were no periodic updates of the contents.

State’s language ignored: A very important lacuna in most websites was that their contents were prepared only in English. The website hosts had not considered that most voters in their respective states understand only their mother tongue (Gujarati or Marathi in our study), compared to those who understand English. It would have been proper to provide the contents in Hindi as well because a sizeable number of voters in these two states would understand only this national language.
The hosts did not realise that it is not any more difficult and problematic to prepare contents in more than one languages. Ten years ago, it was not that easy.
Websites of some contestants were in two languages. But the contents were not similar in the two sections; these contents were more in English and less in regional languages.

Updates: A visitor would not know if the contents of the website are the latest unless the site webmaster mentions specifically the date of the last update generally at the bottom of the Home Page. No candidate or the party had such dates.

Interactivity: We sent mails to the hosts of the websites of the political parties on April 14, April 22, April 29 and May 05, asking some election-related questions (Annexure Two). The idea was to check if the hosts responded to queries mailed by general visitors. None of the seven parties responded to any of these four mails we sent.
Four of the 24 candidates responded to the mails sent on April 29 and 30. Three of them were independents, Dr Mallika Sarabhai, Meera Sanyal, and Arun Bhatia, while the remaining candidate Azam Pansare belonged to the Nationalist Congress Party. 

Feedback: Most hosts did not seek feedback from the visitors to their sites. Those who did inserted feedback formats that normally put off the visitors because these are cumbersome to write. A simple email format (through Outlook Express or Gmail, or Yahoo etc.) was not generally used at these sites. No provision was made to enable the visitors to write in the regional language. Responses to the voters' mails in English were not translated in local language.
Only Dr Sarabhai was prompt to answer the emails sent by the people. Besides emails, her office received hardcopy of letters which were also responded to. They received average four to five emails every day and the team made sure that the emails were answered within 24 hours.
Only one website, that of Priya Dutt, had the facility to upload the feedback received from the visitors of the website. Two feedbacks that were sent as a test by the research team also got uploaded on her website. No other website uploaded feedbacks received from the visitors. Some politicians posted these comments received from the people on their blogs after filtration of text unfavourable to the host candidates. But these comments were not uploaded on their website.

Discussion Forum: No political party gave discussion forum or a similar feature to provide platform to the people to express their opinions on different issues. There were three candidates provided a feature called ‘Discussion Forum’.

Contact us: It is not possible for a voter/general visitor to contact the political party or the candidate if the contact details like e-mail Id, mobile or landline phone/fax are not available at the web site. Yet, seven of the 24 candidates did not provide even their postal address, 10 did not offer telephone numbers, 13 did not give fax number and eight did not mention their e-mail Ids. Only one chose to display the mobile number.

 Declaration of assets: Only three of the 24 candidates displayed details of assets in their websites. The rest did not provide these details which they have to submit as affidavits along with the nomination papers to be filed with the Returning Officers. As it is, these are included in the website of the Election Commission of India
 (http://eci.nic.in/CurrentElections/ge2009/Affidavits_fs.htm). Newspapers and NGOs used this information and made it public. A website of the candidate is obviously the right platform to explain how he/she acquired the assets and in the process to seek to demonstrate his/her transparency.

Site Map: This section gives an overview of all the contents of the website. This helps a visitor to locate information he/she needs without clicking all the sections. Only two candidates offered this facility, while none of the seven parties had such a section.

Webmaster: The webmaster’s contact details like e-mail and phone/fax, as also his/her company’s website URL, are very important when visitors encounter difficulties in reading the site. These details were not visible in nine of the 24 sites of the parties and three of the seven political parties.

Campaign Schedule: Only one party gave the campaign schedule during the period, while seven candidates provided details about how they planned to organise the campaign events.

 List of candidates: Only one party displayed list of candidates. The rest six did not, even though they had only to provide a hyperlink to the web site of the election commission (www.eci.nic.in). All the parties did not have any links to websites of their own candidates or those of their alliance partners. 

 Constituency Profile: Only four candidates provided profiles of their respective constituencies. The rest 20 candidates and the parties did not to provide hyperlinks to the website of the Election Commission of India.

Achievements of the party: Most parties (four) displayed their histories and had links to their manifestoes (five), but only one spoke of its achievements. No party discussed important issues facing the nation or the constituency.

Site coordinators: From data collected during unstructured interviews with the web designers of the sites and political activists, it was clear that only the Gujarat BJP had a responsible person who could take care of the updates from the text and graphics received from its media unit and other sources. The remaining parties apparently left the content creation to a technical person of the website designer companies. They were not in a position to decide about the contents. One of them said it was a must that a senior party executive was available everyday to decide on the updates of the contents. This way the party or the candidates would be able to keep track of the voters’ mood, bouquets, and brickbats.

Social Networking Sites: Some politicians had given links of the social networking sites such as Orkut and Facebook. On clicking these links, visitors could go directly to the home pages of these sites and can link to the online communities of the politicians. Dr Sarabhai used Twitter and Facebook effectively. Facebook has helped her more as she had 2200 members in the Facebook. She also used Twitter to update details about her activities during campaigning.
Some politicians used audio-video features effectively to engage the visitors of the site. It was used very attractively by the Gujarat BJP website. It had the audio-video features at  prominent places of their homepages. These included clips of the speeches of the party leaders, campaign songs, clips, and videos.

Fund Raising: Barack Obama's campaign using new media in US presidential election in 2008 was talked about for, among other things, the fund raising for him. Another important feature was his success to attract volunteers to participate in his campaign. In Maharashtra and Gujarat, only Dr Sarabhai (Gandhinagar) and Mr Arun Bhatia (Pune) raised funds and attracted volunteers. The rest candidates or the political parties did not attempt.  

Conclusion: Our study established that political parties and candidates in India have not been able to exploit the power of Internet. Very few candidates set up their websites. Those who hosted their websites did not provide important and useful features that would have helped them reach out to the voters. Most websites were not frequently updated. Most did not educate the people and voters in particular. Except a few, most did not include contents that could have led to engagement with the electorate and could have built up a band of volunteers for the ground level campaigning. Only two websites had features that could attract funds for the campaigns of the hosts.  It could thus be surmised that election campaigns using new media  were still in nascent stage in India. These can not be compared to US 2008. At best, these were closer to US 2002, if not earlier.

After the search, the research team was able to find websites of state units of seven seven political parties and 24 websites of candidates contesting from Maharashtra and Gujarat as follows:

New issue of Indian Journal of Media Studies is published

Media Watch launched


Let me welcome Media Watch, a new journal dedicated to research and news & features on journalism and mass communication.
I know I am a little late in welcoming the efforts of my colleagues, but better late than never!
It is the flagship journal of Centre for Communication Studies of Puri in Odisha.
It does not appear to be a peer-reviewed research journal which I believe is a must in the Indian subcontinent and I have said so in my earlier blogs. Yet the Media Watch fulfills the need for a platform for scholars and professionals to report and discuss issues that concern the communication field in India.
The editor, Dr R C Patnaik, promises that the journal would encourage a lively debate on media issues. He has urged national and international media scholars, media professionals and post-graduate students to submit scholarly articles, critical essays, research findings, book reviews, opinion pieces, and news features. I do hope they will respond to his appeal.
The January-June volume of the journal covers various aspects of print, television, radio, telecommunications and online media. It has contributions from veterans in the field, such as AK Dash, Dr Priyadarshi Pattanaik, Dr Damodar Suar, Dr Pitabas Pradhan, SMA Hussain, Dr Pradeep Nair, Dr G K Sahu, Sameera Khan Rehmani, S B Nayak, Prof M S Parmar, RC John, Prof J S Giri, Dr S N Pattnaik, and Pradumna Sathua.
I have a feeling that the section on Media Matters and even page-fillers will have good reference value particularly for the students, teachers, and those who appear for NET & SLET exams.
The Centre for Communication Studies has hosted a web edition of the journal, http://mediawatch.org.in. It should, however, quickly provide contents in the website’s sections most of which tell you nothing beyond ‘Under Construction’.
The inaugural issue of the print journal demonstrates that it is not the monopoly of Delhi and other metros to offer quality in terms of richness of contents as also the art work and printing. Here is wishing all the best to Dr Patnaik and his teammates for the future issues.

I am impressed by the fact he is not very casual in his attitude, like many of his peers can be. The topics he has dealt with are useful to students of Mass Communication and I do hope his friends in Mumbai and elsewhere will develop the blog further.

Journalism teachers in Tamil Nadu and Puducherry join hands to regulate field

CHENNAI: Concerned over the unregulated proliferation of academic courses in the field of journalism and mass communication, university and college teachers handling the subject in Tamil Nadu and Puducherry have come together as a collective group to press for its regulation.

Senior professors and faculty members from leading institutions including the University of Madras, Madurai Kamaraj University, Pondicherry University, Periyar University, Manonmaniam Sundaranar University and Anna University met in Chennai last month to form an Association of Communication Teachers (ACT TN & Pondy). One of the purposes of forming an association is to seek a professional regulatory body for communication education on the lines of the Medical Council of India and All India Council for Technical Education.

This body will also serve as a "media watchdog" to independently review media content in the wake of the recent controversy over private television channels beaming adult content' during prime time without cautioning viewers when disgraced godman Nithyananda was caught in a sex row.

"In Chennai alone nearly 30 institutions are offering media-related courses. Around 10-odd institutions in the districts have media programmes. However, there are no regulations to ensure that only qualified persons handle the subject. You have visual communication and electronic media courses, with little emphasis on communication, being included in the faculty of journalism. Our concern is that if under-qualified persons or those from irrelevant fields handle subjects it would jeopardise the employability of the student," said G Ravindaran, president, ACT (TN & Pondy)

Since the media industry looks up to university departments as "suppliers of input" for its editorial department, the need for a tighter framework is felt. "We are not against encouraging more players in the field but we favour a strong regulatory framework since deterioration in quality of teaching has a bearing on the employability of the student," Ravindran, who also heads the department of journalism and communication, University of Madras, told TOI.

A section of the journalism faculty is concerned about "rank outsiders" heading communication departments. For instance, a mechanical engineering professor heads the media sciences department at the Anna University (Chennai). "Communication field can benefit from a sociologist or anthropologist as a teacher but certainly not a mechanical engineer," quipped a journalism professor.

The ACT is also against launching fancy courses like BTech in Electronic Media and MBA in Journalism, which a couple of deemed universities are offering.

भाषा संचालनालयाची मरणासन्न अवस्था

भाषा संचालनालयाची मरणासन्न अवस्था या विषयावर मराठी अभ्यास केंद्राने प्रसारित केलेल्या प्रसिद्धी पत्रक माझ्या ब्लोगवर मुद्दाम देत आहे. साहित्य संमेलन झाल्यानंतर सर्व संबधितांनी (महाराष्ट्र साहित्य परिषद, अ भा मराठी साहित्य महामंडळ, पुण्यभूषण प्रतिष्ठान, आदी संस्था आणि मराठी च्या विकासात स्वारस्य असणाऱ्या व्यक्तींनी) अशा विषयाचा पाठपुरावा करावा, किमान पाठपुरावा करणाऱ्यांना पाठिंबा द्यावा असे आवाहन करीत आहे.

भाषा संचालनालयाची मरणासन्न अवस्था :

राज्याच्या भाषा विकासविषयक यंत्रणेचे मुख्य अंग असलेल्या भाषा संचालनालयाची मरणासन्न अवस्था आज मराठी अभ्यास केंद्राच्या पुढाकाराने भाषा संचालकांना भेटलेल्या लेखक पत्रकारांच्या शिष्टमंडळाच्या लक्षात आले. काळाच्या ओघात आपली प्रतिष्ठा सर्वार्थाने गमावून बसलेल्या भाषा संचालनालयाची ही दुर्दशा राज्याच्या सुवर्ण महोत्सवी वर्षातच उघडकीस यावी हा दुर्दैवी योगायोगच म्हटला पाहिजे.
मराठी अभ्यास केंद्राच्या पुढाकाराने झालेल्या या चर्चेत ग्रंथालीचे दिनकर गांगल, मुंबई मराठी पत्रकार संघाचे अध्यक्ष प्रसाद मोकाशी, ई-टीव्ही मराठीचे संपादक राजेंद्र साठे, सकाळचे फिचर्स संपादक हेमंत जुवेकर, प्रहारचे मुख्य वार्ताहर विजय चोरमारे, स्टार माझाच्या वरिष्ठ निर्मात्या शेफाली साधू, डी.एन.ए.च्या प्रतिनिधी नीता कोल्हटकर इत्यादींनी भाग घेतला.
मराठी अभ्यास केंद्राने माहितीचा अधिकार वापरून भाषा संचालनालयाच्या दुरवस्थेबाबत मिळवलेली माहिती व प्रशासक व भाषा तज्ज्ञांशी केलेली व्यापक चर्चा यांच्या आधारे अकरा ठळक मागण्या भाषा संचालकांसमोर मांडल्या. या चर्चेच्या ओघात भाषा संचालकांना त्यांच्या विभागासाठी किती आर्थिक तरतूद आहे हेही माहीत नसल्याचे लक्षात आले. शिष्टमंडळाने आग्रह धरल्यावर भाषा संचालनालयाचा खर्च हा योजनेतर खर्च आहे असे सांगण्यात आले. २००९-२०१० साठी ३ कोटी २५ लाख ९५ हजार इतका निधी उपलब्ध झाला. मात्र त्यापैकी ३ कोटी कर्मचाऱ्यांच्या वेतनावर खर्च झाले. २०१०-२०११ मध्ये ४ कोटी १लाख ३५ हजार रुपयांची मागणी भाषा संचालनालयाने केली आहे. मात्र त्यापैकी ३ कोटी ४१ लाख रुपये कर्मचाऱ्यांच्या वेतनावर खर्च होणार आहेत. याचा अर्थ इतर सर्व खर्च वजा जाता मराठीच्या समृद्धीसाठी संचालनालयाकडे अक्षरश: नगण्य रक्कम उरते. कदाचित त्यामुळेच भाषा संचालकांना आर्थिक तरतुदीचा उल्लेख करणे जड गेले असावे.
मराठी अभ्यास केंद्राने सादर केलेल्या मागण्या व भाषा संचालकांनी दिलेली उत्तरे पुढीलप्रमाणे :
१. भाषा संचालनालय तसेच इतर सर्व भाषाविषयक यंत्रणा सामान्य प्रशासन विभाग तसेच सांस्कृतिक कार्यविभाग यांच्यात वाटल्या गेल्यामुळे त्यांची फरपट झाली आहे. हे थांबविण्यासाठी स्वतंत्र राजभाषा विभागाची स्थापना करुन सर्व भाषाविषयक यंत्रणा त्या विभागाकडे वर्ग कराव्यात.
उत्तर- हा निर्णय शासनाच्या वरिष्ठ स्तरावर घ्यावा लागेल त्यासाठी मंत्रिमंडळाची परवानगी घ्यावी लागेल अशा प्रकारचा प्रस्ताव पाठवण्याचा विचार करू.
२. पूर्णकालिक भाषा संचालकाची तात्काळ नियुक्ती करावी.
उत्तर- भाषा संचालकांच्या नियुक्तीसाठी महाराष्ट्र लोकसेवा आयोगामार्फत जाहिरात दिली आहे. मात्र अपेक्षित शैक्षणिक अर्हतेनुसार लोक मिळत नाहीत त्यामुळे सेवा प्रवेश नियम शिथिल कले जाणार आहेत. आकर्षक वेतनश्रेणी दिल्याने जास्त लोक आकर्षित होतील. त्यामुळे तोही विचार होत आहे. (प्रत्यक्षात असा कोणताही प्रस्ताव भाषा संचालनालयाने सामान्य प्रशासन विभागाकडे पाठवलेला नाही असे लक्षात आले. त्यामुळे हे सगळेच प्रकरण म्हणजे बोलाची कढी, बोलाचाच भात असे आहे.)
३. भाषा सल्लागार मंडळाची त्वरित स्थापना करून सर्व परिभाषा कोश २ ते ३ वर्षांत अद्ययावत करून घ्यावेत. तसेच ते युनिकोड मराठीचा वापर करुन शासनाच्या संकेतस्थळावर तात्काळ उपलब्ध करुन द्यावेत.
उत्तर- भाषा सल्लागार मंडळाचे नामकरण आता भाषा सल्लागार समिती असे झाले आहे. मात्र वेगवेगळ्या कारणांनी भाषा सल्लागार समितीची स्थापना शासन करू शकलेले नाही. पण त्यामुळे काम अडू नये यासाठी एकदोन कोशांच्या निर्मितीसाठी उपसमित्या निर्माण करण्याचा भाषा संचालनालयाचा प्रस्ताव आहे. (प्रत्यक्षात चर्चे दरम्यान समिती किंवा उपसमिती नजिकच्या काळात अस्तित्त्वात येणे शक्य नाही असे लक्षात आले.) परिभाषा कोशांच्या पुनर्मुद्रणासाठी किमान सात ते आठ वर्ष लागतात असे भाषा संचालकांनी सांगितले. मात्र एवढा काळ कशासाठी याचे कोणतेही तार्किक समर्थन ते देऊ शकले नाहीत. मराठी अभ्यास केंद्राला ५ ऑक्टोबर २००९ रोजी माहितीच्या अधिकाराखाली पाठवलेल्या उत्तरात भाषा संचालनालयाचे अधिकृत संकेतस्थळ उपलब्ध आहे व त्यावर अद्ययावत माहिती टाकण्याचे काम चालू आहे असे सांगण्यात आले होते. आजच्या बैठकीत मात्र संचालनालयाचे संकेतस्थळ नसल्याचे उघड झाले. संकेतस्थळाचा प्रस्ताव माहिती तंत्रज्ञान विभागाला एक आठवड्यापूर्वी म्हणजेच अभ्यास केंद्राच्या शिष्टमंडळाला आमंत्रण देण्याच्या आगेमागे देण्यात आला आहे. २००५साली पुनर्मुद्रणासाठी पाठवलेले सहा कोश अजूनही पुनर्मुद्रित झालेले नाहीत. निधीची उपलब्धता असेल तसतसे पुढील कोश छापले जातील असे गोलमाल उत्तर भाषा संचालकांनी दिले. असाच वेग कायम राहिला तर आजवर तयार झालेल्या कोशांचे पुनर्मुद्रण होण्यासाठी २०५०साल उजाडेल. अशा परिस्थितीत युनिकोड वापरून शासन हे सर्व कोश संकेतस्थळावर टाकेल अशी अपेक्षा बाळगणे वेडेपणाचे ठरेल. संजय भगत या मराठी अभ्यास केंद्राच्या कार्यकर्त्याने पदरचे २ लाख रुपये खर्च करुन अनेक परिभाषा कोशांचे संगणकीकरण करून घेतले आहे. सी-डॅकच्या मदतीने हे सर्व कोश युनिकोड स्वरूपात येण्यास ते प्रयत्न करत आहेत. मराठी अभ्यास केंद्राच्या कार्यकर्त्याचे हे प्रयत्न पाहता भाषा संचालनालयाचे नाकर्तेपण अधिकच डोळ्यात भरते.
४. भाषा संचालनालयाची परिभाषा वापरणे बालभारती (म. रा. पा. पु. नि. मं.), विद्यापीठ ग्रंथनिर्मिती मंडळ, विश्वकोश निर्मिती मंडळ, म. रा. साहित्य संस्कृती मंडळ व प्रसार माध्यमे यांच्यावर बंधनकारक करावे. त्याशिवाय परिभाषेचे प्रमाणीकरण होणार नाही.
उत्तर- परिभाषेचा अधिकाधिक वापर व्हावा व प्रमाणीकरण व्हावे यासाठी ती शाळा महाविद्यालयांपर्यंत पोहोचणे आवश्यक आहे हे भाषा संचालकांनी मान्य केले आहे. मात्र अशा अर्थाचा प्रस्ताव वरिष्ठांना पाठवू, शालेय व उच्चतंत्रशिक्षण विभागाचे अभिप्राय मागवू असे वेळकाढूपणाचे उत्तर दिले. शिष्टमंडळाने आग्रह केल्यावर असे पत्र आपण आठवड्याभरात पाठवू असे त्यांनी सांगितले. मात्र त्यावर विश्वास ठेवणे कठीण आहे.
५. भाषा उपसंचालक विधी हे पद तात्काळ भरावे. त्याशिवाय न्यायव्यवहारात मराठीच्या मोहिमेस गती येणार नाही.
उत्तर- भाषा उपसंचालक विधी या पदाच्या नेमणुकीचा प्रस्ताव सामान्य प्रशासन विभागाकडे पाठवला जाईल. याचा अर्थ गेली अनेक वर्षे हे पद रिक्त असूनही त्यासाठीचा प्रस्ताव तयार करण्याची सवड त्यावेळच्या भाषा संचालकांना झालेली नाही.
६. संचालनालयाची सर्व मुद्रण बाह्य प्रकाशने सहा महिन्यांत उपलब्ध करुन द्यावीत. अन्यथा ती खाजगी प्रकाशकांकडून प्रकाशित करून घेतली जातील.
उत्तर- सर्व मुद्रण बाह्य प्रकाशने सहा महिन्यांत तयार करुन देणे अजिबात शक्य होणार नाही. कारण २००५ साली दिलेले कोश हे अजून पुनर्मुद्रित झालेले नाहीत. ( शिष्टमंडळाने संचालकांच्या निदर्शनात आणून दिले की पुरेसे काम नसल्यामुळे मुद्रणालयातील अनेक कर्मचाऱ्यांना स्वेच्छानिवृत्ती घ्यावी लागते आहे, अशा परिस्थितीत मनुष्यबळ नसल्याने पुनर्मुद्रणाचे काम होत नाही ही विसंगती ठरते.)
७. अनुवादकांच्या रिक्त जागा तात्काळ भराव्यात.
उत्तर- अनुवादकांच्या एकूण १४ जागा रिक्त आहेत. त्यासाठी महाराष्ट्र लोकसेवा आयोगाला २००५साली प्रस्ताव देण्यात आला. आयोगाने २००९ साली जाहिरात देऊन अर्ज मागवले. एकूण २०० जणांचे अर्ज आले आहेत. मात्र अजूणही कोणाची निवड किंवा नियुक्ती झालेली नाही. ( महाराष्ट्र लोकसेवा आयोगाच्या जवळपास दर पंधरवड्याला जहिराती येत असतात. असे असताना १४ पदांवरील नेमणूकीसाठी सहा वर्षांचा कालावधी जातो यावरून आयोग आणि पर्यायाने शासन भाषा विषयक यंत्रणांना काडीची किंमत देत नाही हे सिद्ध होते.)
८. मराठी व इंग्रजी माध्यमाच्या सर्व महाविद्यालयांच्या ग्रंथालयांमध्ये भा.सं.प्रकाशित परिभाषा कोश उपलब्ध करून द्यावेत व ते ठेवणे अनिवार्य करावे. सर्व प्राचार्यांना तसे परिपत्रक पाठवावे.
उत्तर- परिभाषेचा अधिकाधिक वापर व्हावा व प्रमाणीकरण व्हावे यासाठी ती शाळा महाविद्यालयांपर्यंत पोहोचणे आवश्यक आहे हे भाषा संचालकांनी मान्य केले आहे. मात्र अशा अर्थाचा प्रस्ताव वरिष्ठांना पाठवू, शालेय व उच्चतंत्रशिक्षण विभागाचे अभिप्राय मागवू असे वेळकाढूपणाचे उत्तर दिले. शिष्टमंडळाने आग्रह केल्यावर असे पत्र आपण आठवड्याभरात पाठवू असे त्यांनी सांगितले. मात्र त्यावर विश्वास ठेवणे कठीण आहे.
९. प्रकाशने-परिभाषा सर्व संबंधितांपर्यंत पोहोचविण्याची कायमस्वरूपी यंत्रणा उभी करावी. (आज महाराष्ट्रातील ५-६ ठिकाणीच व कार्यालयीन वेळेतच ती मिळतात.)
उत्तर- प्रकाशने परिभाषा लोकांपर्यंत पोचवण्यासाठी शासकीय ग्रंथादारांशी संपर्क साधला जाईल असे भाषा संचालकांनी सांगितले मात्र ह्या उत्तराला फारसा अर्थ नाही कारण कोश उपलब्धच नसतील तर त्यांच्या विक्रीची केंद्रे वाढवण्यात काहीच अर्थ नाही याबाबतचा मुंबई विध्यापीठाच्या संज्ञापन आणि पत्रकारिता विभागाने भाषा संचालनालयाशी केलेला पत्र व्यवहार अभ्यास केंद्राने शिष्टमंडळ आणि संचालकांपुढे मांडला. दिनांक २० एप्रिल २००९ रोजी मुंबई विध्यापीठाच्या संज्ञापन आणि पत्रकारिता विभागाचे प्रमुख संजय रानडे यांनी सामान्य प्रशासन विभागाच्या प्रमुख लीना मेंहदळे यांना पत्र पाठवून (C & J / 395 / 9) वृत्तपत्रविद्या, राज्यशास्त्र, साहित्यसमिक्षा, भाषाविज्ञान व वाङ्मयविद्या, अर्थशास्त्र, समाजशास्त्र, व्यवसाय व्यवस्थापन अशा सात परिभाषा कोशांच्या प्रत्येकी ५०० प्रतींची मागणी केली होती. शासनाला हे कोश छापणे शक्य नसेल तर विद्यापीठ ते छापेल व युनिकोडच्या माध्यमातून इंटरनेटवरून विद्यार्थ्यांना उपलब्ध करुन देईल अशी तयारीही विद्यापीठाने दाखविली होती. प्रत्यक्षात मात्र शासनाने काहीही कार्यवाही केलेली नाही. मुद्रणालयाला कोणतेही पत्र गेलेले नाही किंवा मुंबई विद्यापीठाला त्याबाबत काहीही कळवण्यात आलेले नाही या बाबी चर्चे दरम्यान उघड झाल्या. गेल्यावर्षी मुंबई विद्यापीठात बॅचलर ऑफ मास मीडिया हा पदवी अभ्यासक्रम मराठीतून सुरू झाला. या विद्यार्थ्यांना या परिभाषा कोशांचा निश्चितीच उपयोग झाला असता. मात्र भाषा संचालनालयाच्या हलगर्जीपणामुळे विद्यार्थ्यांचे खूप नुकसान झाले आहे.
१०. वृत्तविद्या परिभाषा कोशाचे पुनर्मुद्रण एका महिन्यात करून द्यावे.
उत्तर- वृत्तपत्रविद्या परिभाषेचे पुनर्मुद्रण एका महिन्यात शक्य नाही असे भाषा संचालकांनी सांगितले.
११. संगणकीय मराठी आणि माहिती तंत्रज्ञान या विषयावरील परिभाषा कोश लवकरात लवकर निर्माण करावा.
उत्तर- संगणकीय मराठी व माहिती तंत्रज्ञान याविषयावर माहितीकोश तयार करण्याचा संचालनालयाचा संकल्प आहे. तशी शिफारस सामान्य प्रशासन विभागाला करण्यात येईल.
वरील निराशाजनक परिस्थिती लक्षात घेता काही मुद्दे समोर येतात-
१. शासनाला भाषाविषयक यंत्रणांचा खर्च योजनांतर्गत खर्चात समाविष्ट करावा असे वाटत नाही. ही नगण्यपणाची भावना प्रशासन आणि मंत्रिमंडळ या दोहोंच्याही मनात असल्यामुळे भाषिक चळवळी किंवा राजकीय पक्षांनी जोर लावला की मराठीसाठी चारदोन तुकडे टाकायचे असे शासनाचे धोरण आहे.
२. सामान्य प्रशासन विभागाकडे भाषा संचालनालयाची जबाबदारी सोपवली आहे. तिथले उपसचिव लाल दिव्याची गाडी मिळते म्हणून सहासहा महिने हे पद वाटून घेतात. त्यांना त्यांच्या इतर महत्त्वाच्या कामांतून वेळ मिळाला तरच ते या बेवारस यंत्रणेकडे लक्ष देतात. सामान्य प्रशासन विभागाचा कारभार मुख्यमंत्र्यांकडे असल्यामुळे भाषेचे प्रश्न सर्वोच्च पातळीवर सोडविले जातील असा समज होतो. प्रत्यक्षात मात्र भाषाविषयक यंत्रणा सरकारच्या आणि पर्यायाने मुख्यमंत्र्यांच्या खिजगणतीतही नसतात. त्यामुळे सर्व भाषाविषयक यंत्रणा सामान्य प्रशासन विभागाकडून वेगळ्या काढून नव्या राजभाषा मंत्रालयाकडे वर्ग करणे आणि त्यासाठी कॅबिनेट दर्जाचा मंत्री नेमणे हाच एकमेव मार्ग आहे.
मराठी अभ्यास केंद्राने सादर केलेल्या सर्व मागण्यांच्या बाबतीत प्रस्ताव तयार करण्याचे आदेश भाषा संचालकांनी दिले असले तरी त्यावर विसंबून राहणे धोक्याचे आहे. त्यामुळे या खात्याची जबाबदारी असलेल्या मुख्यमंत्र्यांची भेट घेण्याचा निर्णय मराठी अभ्यास केंद्राने घेतला आहे. विधिमंडळाच्या चालू अधिवेशनात या विषयावर सरकारला कोंडीत पकडावे अशी विनंती अभ्यास केंद्राच्या वतीने सर्व राजकीय पक्षांना करत आहोत. येत्या १ मे पर्यंत याबाबत ठोस कार्यवाही झाली नाही तर भाषिक चळवळीचे कार्यकर्ते व समाजातील मान्यवर यांच्या मदतीने येत्या २ मे पासून तीव्र आंदोलन छेडण्यात येईल.
